Serve Maven artifacts using Apache on port 80.

Previously it was done via Nexus on port 8081, which caused
problems with some firewall-limited network configurations.

Port 8081 must still be used to deploy artifacts to the Nexus, but
now it should be possible to build the source without access to 8081.
